Arunachal Pradesh is known for its spotless beauty and the lush green forests. In fact, the state is also known as the Land of the Rising Sun! Major industries of the state include – agriculture, art and crafts, weaving, cane and bamboo, horticulture, power and mineral-based industry; and this state has one of the highest potentials for generating hydro-power in India.

Most importantly, Arunachal Pradesh government focuses on skill development of its people and forges ahead to encourage its citizens to take advantage of many initiatives provided, thus opening up entrepreneurship opportunities too.

Some of the policies and schemes that have been made available for the women certainly accelerate the possibilities of entrepreneurship in Arunachal Pradesh, as noted here.

> New Industrial Policy of Arunachal Pradesh 2020

The main objective of this New industrial Policy 2020 are – to create an investment-friendly environment in the state for industrial growth in the private, joint venture and co- operative sectors for sustainable economic development of Arunachal Pradesh; to promote the spirit of innovation and incentivize entrepreneurship among youth by providing specific sectors and needed capital; to encourage local entrepreneurs to set up enterprises based on locally available raw materials; to promote handloom, handicrafts, micro, small and medium enterprises and also to extend special provision and incentives to promote women entrepreneurship.

> Chief Minister’s Soft Loan Scheme for skilled persons

The department of skill development and entrepreneurship, Govt. of Arunachal Pradesh has implemented the Chief Minister’s Soft loan for skilled persons. Here skilled persons who possess National Council of Vocational Certificate (NCVT) can get loans based on identified categories.

> Schemes by North Eastern  Development Finance Corporation Ltd (NEDFi)

DEDFi has a special focus on development of entrepreneurs in Arunachal Pradesh, and specifically, the North Eastern Region  as a whole. NEDFi started Business Facilitation Centre (BFC) for providing consultancy and support in setting up a business enterprise. NEDFi providing various schemes to for development of entrepreneurship in the region such as – Rupee Term loan (RTL), Equipment Finance Scheme (EFS), Corporate Finance Scheme (CFS), NEDFi Equity Fund scheme (NEFS), NEDFi Opportunity Scheme for small enterprise (NOSSE), North East Entrepreneur’s Development Scheme (NEEDS), Initative for Development of Entrepreneurs in Agriculture (IDEA) and North-East Venture Fund (NEVF).

> North East Industrial Development Scheme (2017-22)

A number of schemes have been approved by the Government of Arunachal Pradesh in April 2018 – to accelerate the development of entrepreneurs in the state under North East Industrial Development Schemes. The approved schemes include – Central Capital Investment Incentive for Access to Credit (CCIIAC), Central Comprehensive Insurance Incentive (CCII), Central Interest Incentive (CII), Goods and Service Tax (GST) reimbursement, Income-Tax (IT) Reimbursement, Employment Incentive and Transport Incentive.

> Deen Dayal Swavalambam Yojana (DDSY)

The Government of Arunachal Pradesh launched ‘Deendayal Swavalambam Yojana’ – to encourage unemployed youth to access low cost capital for entrepreneurship. Under this scheme the benefits are 30% back ended capital investment subsidy, project loan from Rs. 10 lakhs upto Rs. 1 crore (excluding cost of land and building) and women entrepreneurs will get additional 5% interest subvention annually.

> Women welfare programmes for Self Help Groups and Mahila Mandals,
Arunachal Pradesh

This scheme aims to create awareness amongst the women entrepreneurs about various programmes of the State Government and Ministry of Social Justice and Empowerment, Ministry of Human Resource Development, Department of Women & Child Development – with an objective of generating employment and making them self reliant. The Women Self Help Groups are sent to different parts of the country, in order to spread awareness about implementation of various women welfare and empowerment Scheme, so that they are fully aware and informed about the activities carried out by the Self Help Group (SHGs) and Mahila Mandals – with an objective of maintaining their cultural heritage and economic upliftment, national integration, etc. They are taken to historical, cultural and economically developed places in the country so that they can further implement the programmes of socio-economic development at their respective places effectively and efficiently.

> Arunachal Pradesh Industrial Development and Financial Corporation
(APIDFC)

Arunachal Pradesh Industrial Development and Financial Corporation (APIDFC) was established in the year 1978 as a company, under Companies Act, 1956 – for promoting industries in Arunachal Pradesh. It is performing both the roles of State Industrial Development Corporation and State Financial Corporation.

> Deen Dayal Upadhyaya Bunkar Yojana (DDUBY) Scheme

The Goverment of Arunachal Pradesh launched Deen Dayal Upadhyaya Bunkar Yojana – to encourage the women weavers to access affordable credit from banks for working capital requirements.

>Deen Dayal Swavalamban Yojana (DDUSY)

The government of Arunachal Pradesh launched the Deen Dayal Swavalamban Yojana to encourage unemployed youth to gain to low cost capital for entrepreneurship. The scheme provides assistance to the unemployed youth of the state via various banking channels. The scheme was mainly launched to boost the agricultural and tourism sectors in the state.

> Ministry of Food Processing Industries (MoFPI)

The Ministry takes care of technological up gradation activities, modernization of food processing industries especially in fruits and vegetables and pulses production. > Ambedkar Hastshilp Vikas Yojana (AHVY)

The scheme works to aid the development of handicraft business and to encourage participation in handicraft industries. It extends financial assistance in order to develop and supply of modernized tools. It also conducts workshops, training programs, seminars and exhibitions for developing the handicraft industry of India’s North Eastern region.
